In the final days of Sri Lanka's civil war, the Army designated "no-fire zones" and told Tamil civilians to assemble there. Then it shelled those zones repeatedly while denying it was doing so. By mid-April, three hundred thousand people were trapped on a bloody stretch of beach about a mile long.
