Za'atari had been "sand, snakes, and scorpions." The U.N. built and opened the refugee camp in two weeks. They overlaid the sand with gravel to prevent sandstorms and mud. It didn't really work. There were sandstorms. There was mud. The snakes and scorpions remained.
