Tavon White controlled the Baltimore City Detention Center while an inmate. He bought a BMW and Mercedes through drug sales using Green Dot MoneyPak cards. Seventy-five percent of the six hundred and fifty guards were women; according to one witness, most were "involved in contraband smuggling and/or sexual relationships with inmates."
